All matters listed under the Consent Calendar are considered to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.

Planning Commission Meeting Minutes - Approval

Approve the minutes of the Regular meetings of 10.24.2023 and 12.12.2023.

CEQA: This minutes approval is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

PUBLIC COMMENT
During the public comment period, members of the public may speak on general items of interest within the Commission's jurisdiction that are not on the agenda.  Each member of the public may speak for a maximum of three minutes with a maximum of 15 minutes for the entire public comment period. The Chair shall determine whether the matter is within the Commission's jurisdiction. The Commission shall not act on or discuss any matters raised during the public comment period, which are not on the agenda, but shall refer such matters to staff for review and/or request such matters be placed on a future agenda.

PUBLIC HEARING
Planning Commission decisions are final unless appealed to the City Council in accordance with Section 27.08.090 and Section 27.08.060 of the San Mateo Municipal Code. The time within which judicial review of any final decision may be sought is governed by Code of Civil Procedure section 1094.6. If any person challenges a Planning action in court, they may be limited to raising only those issues raised at the public hearing or in written correspondence delivered to the City of San Mateo, at or prior to, the public hearing. Some public hearings will be automatically referred to City Council and those will be indicated below.

1471 E. 3rd Avenue – New Freestanding Commercial Sign (PA-2023-001)

Adopt a Resolution to approve the Site Plan and Architectural Review (SPAR) for a new freestanding sign at 1471 E. 3rd Avenue, based on the findings and subject to the conditions of approval included in Attachment 1.

CEQA: Staff has determined that the project is categorically exempt from further review under the California Environmental Quality Act (CEQA) under Class 11 Section 15311(a) On-premise signs. The project consists of the construction of minor structures (signs) for an existing commercial use.

2 W. 3rd Avenue - Pre-Application Review for a New Office Building (PA-2023-054)

Review the proposed project on a preliminary basis, receive public comments, and provide input to the applicant and staff pertaining to the following project elements: 1. Building Design – Overall architectural style, corner treatment, and transition to adjacent buildings; and, 2. Other project aspects that should be considered during the formal Planning Application.

CEQA: In accordance with Public Resources Code Section 21065, the review of a pre-application is not a project under the California Environmental Quality Act (CEQA) because the Planning Commission is not taking any action at this time. An environmental review will be conducted as part of the formal planning application in conformance with CEQA.
