CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.

City Council Meeting Minutes – Approval

Approve the special and regular minutes of the City Council meeting of January 21, 2025 and February 3, 2025. Approve the special minutes of the City Council meeting of February 6, 2025.

Enforcement - Citation Authority – Ordinance Adoption

Adopt an Ordinance to amend San Mateo Municipal Code Section 1.04.050(a), “Enforcement - Citation Authority”.

CEQA: This Ordinance adoption is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

Official Visit to Sister City Toyonaka, Japan – Approval

Receive a formal invitation from Mayor Shigeki Osanai of Toyonaka City to travel to Japan to participate in World Expo 2025 Osaka-Kansai, Japan program to promote the Sister City relationship in July 2025; authorize a written response from Mayor Newsom accepting the invitation; and authorize the City Clerk to all things necessary and proper to coordinate the City's participation in the exchange program.

CEQA: This approval is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

6.

San Mateo County HOME Consortium Agreement — Amendment

Approve a Second Amendment to the Cooperation Agreement of the San Mateo County Home Investment Partnership Consortium to extend the term for Program Years 2026, 2027, and 2028, with automatic renewals every three years, and to add the City of Redwood City to the Home Investment Partnership Consortium and authorize the City Manager to execute the agreement.

CEQA: This agreement is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)

7.

Emergency Services Council Joint Powers Agreement Amendments – Approval

Adopt a Resolution approving the Second Revised and Restated Joint Exercise of Powers Agreement – San Mateo County Operational Area Emergency Services Organization and authorize the City Manager to sign the Agreement.

CEQA: This agreement amendment is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

Annual Sewer Basin Rehabilitation On-Call Professional Design Services — Amendments

Approve amendments to two different agreements for on-call professional design services with Harris & Associates, Inc. and Schaaf & Wheeler for various sewer rehabilitation projects to extend the terms of each agreement by one year, at no additional cost; and authorize the Public Works Director to execute the amendments in substantially the form presented and issue project-specific task orders under these agreements.

CEQA: This City Council action is exempt from CEQA as an “existing facility,” in that these on-call professional services will be in support of projects consisting of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)

San Mateo City Employees’ Association Side Letter of Agreement Regarding Salary Equity Adjustments - Approval

Adopt a Resolution to amend the Memorandum of Understanding (“MOU”) with the San Mateo City Employees’ Association (“SMCEA”) to implement additional salary equity adjustments per the MOU Section 12.2 and appropriate funds.

CEQA: This Side Letter of Agreement is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

PUBLIC COMMENT
Members of the public wishing to comment on any item not appearing on the agenda may address the City Council at this time. State law prevents Council from taking action on any matter not on the agenda; your comments may be referred to staff for follow up. Public comment is limited to a total of 15 minutes; however, an opportunity for additional public comment may be provided later in the agenda.
 

OLD BUSINESS

Central Park Playground Improvements Project – Appropriation and Award of Contract

Adopt a Resolution accepting a $10,000 donation from the San Mateo City Parks and Recreation Foundation and authorize an appropriation of the donation for the Central Park Playground Improvements Project (“Project”); award a construction contract to Suarez & Munoz Construction, Inc. for the Project in the amount of $8,485,784, with a contingency in the amount of $1,272,868, for a total amount of $9,758,652; and authorize the Parks and Recreation Director to execute the contract, in substantially the form presented and to approve change orders within the contingency amount.

CEQA: The City Council’s authorization of the requested budget appropriation is not a project subject to CEQA review, because it consists of a government fiscal activity which does not involve any commitment to any specific project which may result in a significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made. Judicial review of environmental determinations may be subject to a time period for litigation as short as 30 days following the date the decision is made.

2025 Solid Waste Collection Rates - Rate Increase and Appropriation

Adopt a Resolution to establish maximum rates for solid waste, recycling, and organics collection for rate year 2025 and adopt a Resolution to appropriate $400,000 from the Solid Waste Fund unassigned fund balance to remit to Recology by September 30, 2025 to reduce the City’s balancing account deficit.

CEQA:This action by the City in setting the maximum rates to be charged by Recology San Mateo County relates to funding an on- going solid waste collection service and is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

Boards and Commissions – 2025 Demography Study

Review the 2025 Commissioner Demography Study results and provide direction for ongoing surveying and outreach.

City Manager, City Attorney and Council Members report on their various assignments and liaison roles and Council requests for scheduling future items.
