CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
1.

City Council Meeting Minutes – Approval

Approve the minutes of the City Council meeting of the Special and Regular meetings of March 2, 2020, Regular meeting of March 16, 2020 and the Special meetings of March 23, 2020 and March 30, 2020.

2.

Parking Demand and Objective Standards – Ordinance Adoption

Adopt an Ordinance to amend the San Mateo Municipal Code Chapter 27.64.100 "Parking Assessment and Special Districts" with an interim measure to allow project-specific parking demand studies and to include objective standards for review of parking in-lieu fee payment requests within the Central Parking and Improvement District.

3.

Licensing and Maintenance and Support Services for Enterprise Resource Planning Software – Agreement

Adopt a Resolution to approve an alternative purchasing procedure and approve a contract with Tyler Technologies, Inc. for Eden financial, human resources, and payroll annual maintenance and support in the amount of $109,030.99, and authorize Information Technology Director to execute the contract in substantially the form presented.

4.

Basins 2 and 3 Collection System Improvements – Amendment

Approve Amendment No. 9 to Stantec Consulting Services, Inc. to provide additional engineering design services for the Basins 2 and 3 Collection System Improvements in an amount not to exceed $1,024,031; increase the contingency reserve in the amount of $100,000; and authorize the Public Works Director to execute the amendment in substantially the form presented and issue change orders within the contingency amount.

2020 Bicycle Master Plan – Adoption

Adopt a Resolution to adopt the City of San Mateo 2020 Bicycle Master Plan.

6.

Contracts with Contingency Component – Update

Receive the report on citywide contracts contingency fund expenditures for the period from July 1, 2015 through February 29, 2020.

7.

Planning Contract Coaching Services – Amendment

Approve an Amendment to the Professional Services Agreement with Good City Company to include Planning and Leadership services, increasing the total Agreement amount not to exceed $500,000, and authorize the Community Development Director to execute the agreement in substantially the form presented.

8.

San Mateo Management Employees Association – Memorandum of Understanding Amendment

Adopt a Resolution to amend the Memorandum of Understanding with the San Mateo Management Employees Association for a term through April 15, 2023.

9.

North Shoreview Flood Improvements Project – Bid Rejection

Adopt a Resolution to reject all bids for the North Shoreview Flood Improvements Project and authorize the Public Works Director to negotiate a contract directly with Anderson Pacific Engineering Construction.

10.

Underground Flow Equalization System Project – Bid Rejection

Adopt a Resolution to reject all bids for the Underground Flow Equalization System Project and authorize the Public Works Director to negotiate a contract directly with Anderson Pacific Engineering Construction.

PUBLIC COMMENT

Members of the public wishing to comment on any item not appearing on the agenda may address the City Council at this time. State law prevents Council from taking action on any matter not on the agenda; your comments may be referred to staff for follow up. Public comment is limited to a total of 15 minutes; however, an opportunity for additional public comment may be provided later in the agenda.

PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made. Judicial review of environmental determinations may be subject to a time period for litigation as short as 30 days following the date the decision is made.

Climate Action Plan – Adoption

Adopt a Resolution to approve the 2020 Climate Action Plan, the associated General Plan Amendments to the Land Use, Circulation, and Housing Elements, and the Addendum No. 2 to the General Plan Environmental Impact Report (EIR).

12.

Housing Successor Agency and Housing Element Annual Progress Reports – Approval

Approve the Housing Successor Agency Report and the Housing Element Annual Progress Report as submitted to the State Department of Housing and Community Development.

OLD BUSINESS

14.

City Council COVID-19 Financial Sub-Committee Recommendation – Private Source Donation

Review and consider approval from City Council COVID-19 Financial Sub-committee regarding the recommended distribution of private funding in response to the COVID-19 crisis.

15.

COVID-19 Update

Receive update on operational impacts and other City efforts related to COVID-19 and confirm rules and regulations issued by the City Manager acting as the Director of Emergency Services in response to declared emergency.

REPORTS AND ANNOUNCEMENTS
City Manager, City Attorney and Council Members report on their various assignments and liaison roles and Council requests for scheduling future items.
