1.

Shop Small San Mateo – Raffle Winner Pull

CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
2.

New Objective Design Standards for Multi-Family and Residential Mixed-Use Development – Ordinance Adoption

Adopt an Ordinance to amend the Zoning Code (Title 27) related to ODS and review processes for multi-family and residential mixed-use projects, and align the fence height standards to match building code standards.

CEQA: In accordance with California Environmental Quality Act (CEQA) Guidelines, Section 15061(b)(3), adoption of this ordinance is covered by the "common sense exemption" in that CEQA applies only to projects which have the potential to cause a significant effect on the environment.

Municipal Code Clean Up Amendments for San Mateo Municipal Code Chapter 7.35 “Mandatory Organic Waste Disposal Reduction Ordinance” – Ordinance Adoption

Adopt an Ordinance to amend San Mateo Municipal Code Chapter 7.35, “Mandatory Organic Waste Disposal Reduction Ordinance” to Update the Title and Code References in Preparation for Enforcement Beginning January 1, 2024.

CEQA: In accordance with California Environmental Quality Act (CEQA) Guidelines, sections 15168, 15162, and 15308, this action does not require further environmental review because 1) in accordance with CEQA Guidelines Section 15168, the activities described in this Ordinance are entirely within the scope of a program Environmental Impact Report prepared by CalRecycle concerning the SB 1383 Regulations (PEIR) and the PEIR adequately described the activities described in this Ordinance; and 2) in accordance with CEQA Guidelines Section 15168 and 15162, no conditions exist necessitating supplemental or subsequent environmental review. Additionally, this action is categorically exempt from CEQA as it is an action taken to protect the environment. (CEQA Guidelines Section 15308.)

4.

Delaware Street Safe Routes to School Corridor Bicycle Improvements – Appropriation, Budget Transfer, and Agreement

Adopt a Resolution to appropriate $28,000 from the City’s Measure A funds to the Delaware Street Safe Routes to School Corridor Project in the Capital Project Fund; and transfer $92,400 from the Citywide Street Reconstruction Package 1 Project to the Delaware Street Safe Routes to School Corridor Project (Project) in the Capital Project Fund, for a total Project design budget of $380,080; approve a Design Professional Services Agreement with Sandis Civil Engineers Surveyors Planners for the Delaware Street Safe Routes to School Corridor Bicycle Improvements Project in the amount of $290,980; establish a contingency reserve in the amount of $29,100 for the agreement; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.

CEQA: This Project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)

5.

Police Vehicle Computer Replacement – Purchase

Adopt a Resolution to approve the use of an alternative purchasing procedure and Master Purchasing Agreement and Participating Addendum with CDWG for the purchase of 56 Panasonic laptops per the City’s computer replacement schedule in the amount of $252,996.21and 40 Havis laptop docking stations in the amount of $27,582.65 for a total amount of $280,578.86; and authorize the Chief of Police to execute the agreement in substantially the form presented.

CEQA: This action is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)

6.

Bermuda Drive Utility Relocation Project – Agreement

Approve an agreement with St. Francis Electric, LLC for the Bermuda Drive Utility Relocation Project in the amount of $167,105; establish a contingency reserve in the amount of $25,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the amount of the contingency amount.

CEQA: This Project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)

Staffing of Police Officers at College of San Mateo Football Games – Agreement

Approve an agreement with the San Mateo County Community College District to staff Police Officers at the College of San Mateo home football games and authorize the Chief of Police to execute the agreement in substantially the form presented.

CEQA: This action is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)

8.

Child Care Facilities Fund Loan for Improvements at 2575 Flores Street – Agreement

Adopt a Resolution to approve a Child Care Facilities Fund loan of $430,000 to Mighty Tiger Preschool, LLC for tenant improvements at 2575 Flores Street, Suite 1, San Mateo to establish a new child care facility, and authorize the City Manager to execute the loan agreement, promissory note, short form deed of trust and agreement containing covenants affecting real property and all related documents in such a manner that does not substantially change the loan terms.

CEQA: The loan agreement and related childcare facility improvements are categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)

9.

Citywide Tree Planting Services – Appropriation and Agreement

Adopt a Resolution to authorize an appropriation of $288,942.50 from the Tree Replacement Fund to the Parks and Recreation Capital Improvement Project Tree Planting Fund; approve an agreement with Loral Horticultural Services Inc. for Citywide Tree Planting Services in the amount of $262,675.00; establish a 10 percent contingency reserve of $26,275.50; and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented.

CEQA: This agreement for tree planting is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)

10.

CalRecycle – Grant Applications

Adopt a Resolution to approve the submission of grant applications to the California Department of Resources Recycling and Recovery; and authorize the City Manager, or Solid Waste Supervisor as designee, to execute all required documentation necessary for the grant application process.

CEQA: This action by the City in passing a resolution allowing receipt of State money and submission of grant applications is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

Fallen Heroes Memorial Artwork Fabrication – Appropriation and Agreement

Adopt a Resolution to authorize an appropriation in the amount of $103,400 from the Art in Public Places Fund to the Parks and Recreation Capital Improvement Project Central Park Fund for the fabrication of the Fallen Heroes Memorial artwork and approve a purchase agreement with Thomas-Swan Sign Company, Inc., for custom fabricated signage in an amount not to exceed $103,400; and authorize the Director of the Parks and Recreation to execute a purchase agreement in substantially the form presented.

CEQA: This budget appropriation is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).) 

 

12.

Excess Workers' Compensation Insurance Policy for Calendar Years 2024 and 2025 – Purchase

Approve the purchase of excess workers' compensation insurance from Safety National in an amount projected to be $491,604.00 for the two-year period commencing January 1, 2024, and ending December 31, 2025.

CEQA: This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

13.

Receipt and Use of Development Impact Fees and In-Lieu Fees – Annual Report

Adopt a Resolution to make findings and accept the annual report on receipt and use of development impact fees and in-lieu fees for the year ended June 30, 2023.

CEQA: This report is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

14(a). Recognition of Mayor Amourence Lee

Adopt Commendatory Resolution No. C-3 commending Amourence Lee for her term as Mayor in 2023.

Nominations and vote for Mayor for 2024. 

14(c). City Council Reorganization – Deputy Mayor

Nominations and vote for Deputy Mayor for 2024.
