CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
4.

City Council Meeting Minutes – Approval

Approve the minutes of the City Council Special meeting of September 30, 2021.

5.

Remote Teleconferenced City Council and Commission Meetings – Authorization

Adopt a Resolution to authorize remote teleconferenced City Council and Board and Commission meetings, as authorized by Assembly Bill 361 amending the Brown Act, based upon the Governor’s emergency proclamation and findings that meeting in person would present imminent risks to the health or safety of attendees.

6.

Office of Traffic Safety – Grant Spending Plan

Adopt a Resolution to appropriate funds for the Office of Traffic Safety Selective Traffic Enforcement Program grant totaling $85,000, and authorize the Police Chief to execute the agreement and expend the funds.

 

7.

Fiscal Year 2021-22 Police Department Budget – Amendment

Adopt a Resolution to amend the 2021-22 Police Department operating budget to move funding for 1.0 Full Time Equivalent Police Sergeant position from the Measure S Tracking Fund to the General Fund.

8.

San Mateo Consolidated Fire Department Lease Agreement – Amendment

Approve Amendment No. 1 to the lease with San Mateo Consolidated Fire Department to add the new Fire Station 25 at 1455 Shafter Street and authorize the temporary use of the former Fire Station 25 at 545 Barneson Avenue for storage of vehicles and equipment related to fire service.

9.

Solar Procurement for Public Facilities – Peninsula Clean Energy Partnership

Authorize the City Manager to work with Peninsula Clean Energy to evaluate Power Purchase Agreements for the deployment of solar photovoltaic systems with optional battery storage at municipal facilities and approve the Police Department building as the first facility under this pilot program.

10.

Personal Computer Replacements – Purchase

Adopt a Resolution to approve an alternative purchasing procedure and approve a Master Purchasing Agreement and Participating Addendum with CDW-G for the purchase order of personal computers in an amount not-to-exceed $135,500 and authorize the Director of Information Technology to execute the agreement in substantially the form presented.

Contracts with Contingency Component – Update

Receive the report on citywide contracts contingency fund expenditures for the period from July 1, 2015 through June 30, 2021.

12.

California Renters Legal Advocacy & Education Fund, et al. v. City of San Mateo, et al.

Adopt a Resolution to approve an agreement with the California Renters Legal Advocacy and Education Fund, Victoria Fierce and John Moon to settle a lawsuit in the amount of $450,000, approve a supplemental budget appropriation from available fund balance of the General Fund in the same amount, and authorize the City Attorney to execute the agreement in substantially the form presented.

PUBLIC COMMENT

State law prevents Council from taking action on any matter not on the agenda; your comments may be referred to staff for follow up. Public comment is limited to a total of 15 minutes; however, an opportunity for additional public comment may be provided later in the agenda.
 
PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made. Judicial review of environmental determinations may be subject to a time period for litigation as short as 30 days following the date the decision is made.

2022 Solid Waste Collection Rates – Increase

Adopt a Resolution to establish maximum rates for solid waste, recycling, and organic collection for Rate Year 2022.

Temporary Outdoor Dining Program – Extension

Adopt a Resolution to adopt the amended temporary Guidelines for Expanded Outdoor Dining During COVID-19 Emergency to extend the timeframe through April 30, 2022.

NEW BUSINESS

15.

Downtown Parking – Policy Update and Comprehensive Fee Schedule Amendment

Adopt a Resolution to amend the Adopted 2021-22 Comprehensive Fee Schedule to Revise Downtown Parking Pass Fees and Hourly Parking Fees.

REPORTS AND ANNOUNCEMENTS
City Manager, City Attorney and Council Members report on their various assignments and liaison roles and Council requests for scheduling future items.
