CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
5.

Citywide Operations Management System – Master Services Agreement

Adopt a Resolution to approve an alternative purchasing procedure and approve a Master Services Agreement (MSA) with OpenGov for a three-year renewal of software subscription, cloud hosting, and technical support in the amount of $403,057.37; and authorize the City Manager to execute the agreement in substantially the form presented.

CEQA: Approval of a Master Services Agreement for the continued use of Cartegraph OMS is exempt from CEQA, because it can be seen with certainty that there is no possibility that operations management systems software may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)

2655, 2755 Campus Drive Public Improvements – Adoption

Adopt a Resolution to accept public improvements in accordance with the April 27th, 2023, Subdivision Improvement Agreement between the City of San Mateo and 2655 Campus Pop Owner, LLC and 2755 Campus Pop Owner, LLC for 2655 and 2755 Campus Drive.

CEQA: This is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

7.

Downtown Business Improvement Area – Approval

Adopt a Resolution of Intent to Levy the Annual Assessments for the Downtown Business Improvement Area for fiscal year 2025-26; accept the fiscal year 2024-25 Downtown San Mateo Association Annual Report; and set a public hearing for the May 19, 2025, City Council meeting for the annual levy.

CEQA: This item is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

8.

Side Letter of Agreement - Police Technical Services Administrator Classification Representation – Adoption

Adopt a Resolution to reflect the change in representation of the Police Technical Services Administrator (PTSA) from the San Mateo Management Employees’ Association (SMMEA) to the San Mateo Safety Management Association (SMSMA).

CEQA: This Side Letter of Agreement is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

9.

Minimum Wage Enforcement – Agreement

Approve an agreement with the County of San Mateo’s Office of Labor Standards Enforcement (OLSE) to provide minimum wage enforcement services for the City’s minimum wage ordinance, in an amount not to exceed $60,000, and authorize the City Manager to execute the agreement in substantially the form presented.

CEQA: This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

10.

Electric Vehicle Fleet Program Terms and Conditions – Approval

Approve the PG&E Program Electric Vehicle Fleet Program Terms and Conditions and authorize the City Manager to execute the documents in substantially the form presented and to negotiate an easement agreement for the deployment of PG&E facilities to serve electric vehicle infrastructure, including relocation as needed, for future Council approval.

CEQA: Approval of the PG&E Program Electric Vehicle Fleet Program Terms and Conditions is exempt from CEQA review as an “existing facility,” because it relates to a project consisting of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301)

385 2nd Avenue Lease Agreement Renewal – Reauthorization

Re-approve a lease renewal extending the term to March 31, 2026 with a one-year option for the property located at 385 2nd Avenue in the Main Street Garage with Elmer Vasquez and Anavela Vasquez with an initial base rent of $1,374.00 per month; and authorize the City Manager to execute the lease renewal in substantially the form presented.

Letter of Opposition to the Current U.S. 101/SR 92 Interchange Direct Connector Project Proposal – Approval

Authorize the Mayor to send a letter on behalf of the City Council to the San Mateo County Transportation Authority (SMCTA), the City/County Association of Governments of San Mateo County (C/CAG), the California Department of Transportation (Caltrans), Assemblymember Diane Papan, and State Senator Josh Becker, expressing the City of San Mateo’s opposition to the current U.S. 101/SR 92 Interchange Direct Connector Project proposal. Authorize the Mayor to transmit a letter to the Mayor of the City of Foster City requesting consideration for co-signing the opposition letter.

CEQA: This opposition letter is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
