1.

San Mateo High Schools 4.0 Grade Point Average Graduate Recognition

CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
2.

City Council Meeting Minutes - Approval

Approve the minutes of the City Council special and regular meetings of April 17, 2023.

CEQA: This minutes approval is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

Boards and Commissions - Confirm Reappointments and Establish Annual Appointment Subcommittees

Make appointments as follows, all through June 10, 2027: Lindsey Held to a first full term on Park and Recreation; Margaret Williams to a second full term on the Planning Commission; and Kimi Narita to a full first term on the Sustainability & Infrastructure Commission. Establish Appointment Subcommittees with Mayor Lee and the Commission Liaison to interview for vacancies on Park & Recreation, Personnel Board, and Senior Citizens Commission.

Complete Streets North Central – Appropriation and Agreement

Adopt a Resolution to approve an exception to the City’s competitive bidding requirement and to appropriate $241,663 to the Complete Streets North Central project from the City’s General Fund; approve an agreement with Fehr & Peers for the Complete Streets North Central project in the amount of $190,163; establish a contingency reserve of $20,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.

5.

Reasonable Accommodation Policy for Public Meetings – Adoption

Adopt a Resolution to approve the Reasonable Accommodation Policy for Public Meetings in compliance with Government Code Section 54953(g) and authorize the City Manager to make non-substantive changes as needed.

CEQA: This policy adoption is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

Police Department Patrol Vehicles – Purchase Contract

Adopt a Resolution approving an alternative purchasing procedure and approve a purchase contract with National Auto Fleet Group for the purchase of nine (9) new 2023 Ford Police Interceptor Utility vehicles in the amount of $585,929.70; establish a contingency reserve in the amount of $59,000; authorize the Public Works Director to execute the purchase contract in substantially the form presented and issue change orders within the contingency amount.

PUBLIC COMMENT
Members of the public wishing to comment on any item not appearing on the agenda may address the City Council at this time. State law prevents Council from taking action on any matter not on the agenda; your comments may be referred to staff for follow up. Public comment is limited to a total of 15 minutes; however, an opportunity for additional public comment may be provided later in the agenda.
 

NEW BUSINESS

7.

District Attorney Report on Allegations of Brown Act Violations and Vote Trading; Code of Conduct for the City Council and City Boards and Commissions

As appropriate, discuss findings of the San Mateo County District Attorney regarding its investigation into allegations of Brown Act violations and vote trading, and provide direction to staff on appropriate action to be taken, if any, such as the adoption of a code of conduct for members of the City Council and City boards and commissions.

PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made. Judicial review of environmental determinations may be subject to a time period for litigation as short as 30 days following the date the decision is made.

Community Development Block Grant Draft 2023-27 Consolidated Plan and Draft 2023-24 Annual Action Plan – Approval and Adoption

Approve and adopt the 2023-27 Consolidated Plan and 2023-24 Annual Action Plan and authorize submittal of both plans to the Department of Housing and Urban Development (HUD).

CEQA: Approval and adoption of the 2023 - 27 Consolidated Plan and 2023-24 Annual Action Plan is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Fiscal Year 2023-24 Comprehensive Fee Schedule – Approval

Adopt a Resolution to approve the revisions to the proposed fiscal year 2023-24 Comprehensive Fee Schedule.

CEQA: This Comprehensive Fee Schedule update for fiscal year 2022-23 is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

REPORTS AND ANNOUNCEMENTS
City Manager, City Attorney and Council Members report on their various assignments and liaison roles and Council requests for scheduling future items.
