CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
4.

City Council Meeting Minutes - Approval

Approve the minutes of the City Council Special and Regular meeting of March 21, 2022. 

5.

Ordinance Adoption – Disposable Food Service Ware Code Amendment

Adopt an Ordinance to amend the San Mateo Municipal Code Chapter 5.89 "Disposable Food Service Ware" to align with the new State laws.

6.

Remote Teleconferenced City Council and Commission Meetings – Reauthorization

Adopt a Resolution to reauthorize remote teleconferenced City Council and Board and Commission meetings for 30 days, through May 18, 2022, as allowed by Assembly Bill 361 amending the Brown Act, based upon the Governor’s emergency proclamation and findings that meeting in person would present imminent risks to the health or safety of attendees.

 

7.

Delaware Street Relief Sewer and Underground Flow Equalization System – Interagency Amendment

Approve Amendment No. 1 to the Service Agreement with the Peninsula Corridor Joint Powers Board for the Delaware Street Relief Sewer and Underground Flow Equalization System projects in the estimated amount of $11,210, for a total agreement estimate of $144,258.96; and authorize the Mayor to execute the amendment in substantially the form presented.

8.

Dale Avenue Pumping Station Upgrade – Contingency Increase

Approve an increase to the contingency reserve associated with the Anvil Builders, Inc. construction contract for the Dale Avenue Pumping Station Upgrade project in the amount of $1,410,000, and authorize the Public Works Director to issue change orders within the contingency amount.

9.

Wastewater Treatment Plant SCADA Monitoring and Upgrade – Agreement

Adopt a Resolution to approve an alternative purchasing procedure for an agreement with Technology Management Professionals dba TMPros to monitor, upgrade, and maintain the Supervisory Control and Data Acquisition (SCADA) system at the Wastewater Treatment Plant in the amount of $27,400 and authorize the Public Works Director to execute the agreement in substantially the form presented.

10.

Downtown San Mateo Grade Separations Project – Grant Funding

Adopt a Resolution to authorize an application for the Rebuilding American Infrastructure with Sustainability and Equity Grant Program to fund the development of a project study report, preliminary engineering plans, and environmental planning documents to assess the Downtown San Mateo Grade Separations Project.

11.

City-wide Operations Management System – Purchase Agreement

Adopt a Resolution to approve an alternative purchasing procedure for a three-year renewal of a purchasing agreement with Cartegraph Systems, LLC for software subscription, cloud hosting, and technical support in the amount of $354,760, and authorize the Director of Information Technology to execute the agreement in substantially the form presented.

Service Employees International Union Local 521 Maintenance Unit – Memorandum of Understanding Amendment

Adopt a Resolution to amend the Memorandum of Understanding with the Service Employees International Union (SEIU) Local 521 Maintenance Unit for salary increases and a term through June 22, 2024.

13.

San Mateo Police Sergeants’ Association – Memorandum of Understanding Amendment

Adopt a Resolution to amend the Memorandum of Understanding with the San Mateo Police Sergeants’ Association for a term through June 22, 2024.

14.

Local Agency Investment Fund – Investment Authorization

Adopt a Resolution to authorize investment of monies in the Local Agency Investment Fund.

15.

Fiscal Year 2020-21 Single Audit – Acceptance

Formally accept the single audit for the fiscal year ended June 30, 2021.

16.

School Crossing Guards 2022-23 – Agreement

Approve an agreement with the San Mateo-Foster City School District for school crossing guards in the amount of $78,000 and authorize the Chief of Police to execute the agreement in substantially the form presented.

 

17.

330 Villa Terrace – Property Owner Appeal of Relocation Benefits

Adopt a Statement of Decision denying the appeal and upholding the notice to pay relocation benefits to a tenant who resides at 330 Villa Terrace.

19.

US 101/State Route 92 Area Improvement and Multimodal Project – Letters of Support

Authorize Mayor Bonilla to send letters of support on behalf of the City of San Mateo to Secretary of Transportation Pete Buttigieg, Senator Feinstein, and Senator Padilla for the San Mateo County Transportation Authority's requests for grant funding and Congressionally Directed Spending.

20.

Board and Commission Appointment Subcommittee – Senior Citizens Commission

Appoint Mayor Rick Bonilla and Council Member Joe Goethals to the Senior Citizens Commission Appointment Subcommittee.

21.

City Council Strategic Plan – Adoption

Adopt the City Council Strategic Plan for fiscal year 2022-23.

22.

Water Conservation Month and “Wyland Mayor’s Challenge for Water Conservation” – Resolution

Adopt a Resolution to proclaim the month of April as “Water Conservation Month” and to support citywide participation of the “Wyland Mayor’s Challenge for Water Conservation”.

NEW BUSINESS

23.

Ordinance Introduction – Sign Code Amendments

Introduce an Ordinance to amend San Mateo Municipal Code Title 25, “Signs” by updating definitions, revising regulations for signs in the public right of way, clarifying the permissible number and dimensions of signs, and making other miscellaneous changes.

24.

Clean Water Program Costs – State Revolving Loan Approval

Adopt a Resolution to approve documents and actions relating to a San Mateo-Foster City Public Financing Authority State Revolving Fund Loan.

REPORTS AND ANNOUNCEMENTS
City Manager, City Attorney and Council Members report on their various assignments and liaison roles and Council requests for scheduling future items.
