CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
1.

City Council Meeting Minutes - Approval

Approve the minutes of the City Council Special and Regular meeting of January 18, 2022 and the Special meeting of January 29, 2022.

2.

Emergency Ordinance – Suspension of Minimum Parking Requirements and Enforcement of Zoning Regulations for Outdoor Business Operations

Adopt an Emergency Ordinance to extend the temporary suspension of minimum parking requirements on private parking lots and enforcement of zoning regulations for outdoor business operations for commercial uses in private shopping centers during the COVID- 19 public health emergency.

Remote Teleconferenced City Council and Commission Meetings – Reauthorization

Adopt a Resolution to reauthorize remote teleconferenced City Council and Board and Commission meetings for 30 days, through March 9, 2022, as allowed by Assembly Bill 361 amending the Brown Act, based upon the Governor’s emergency proclamation and findings that meeting in person would present imminent risks to the health or safety of attendees.

Citywide Street Rehabilitation Package 2-B – Appropriation and Agreement

Adopt a Resolution to authorize a budget transfer of $95,000 from the High Voltage Street Light Conversion Project to the Citywide Street Rehabilitation Package 2 Project; approve an agreement with J.V. Lucas Paving, Inc. for the Citywide Street Rehabilitation Package 2-B in the amount of $976,415.31; establish a contingency reserve in the amount of $98,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.

5.

Delaware Street Relief Sewer Project – Construction Agreement

Award an agreement with JMB Construction, Inc. for construction of the Delaware Street Relief Sewer Project in an amount not to exceed $8,448,375; establish a contingency fund in an amount of $1,690,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.

6.

Use of City Owned Poles – Agreement

Approve a Master License Agreement with Crown Castle, LLC to allow small cell installations on City-owned poles for an annual charge of $270 per pole and authorize the City Manager to execute the agreement in substantially the form presented.

7.

400 East 5th Avenue Downtown Parking Garage – Transformer Room Agreement

Approve an agreement with Pacific Gas & Electricity (PG&E) to allow for the installation and utilization of transformers in the new parking garage that is being constructed at 400 East 5th Avenue and authorize the City Manager to execute the agreement in substantially the form presented.

8.

Eucalyptus Tree Removals – Agreement

Approve an agreement with Professional Tree Care Company for Crystal Springs Road eucalyptus tree removals in the amount of $178,500 and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented.

9.

Sycamore Pruning Project – Agreement

Approve an agreement with the Professional Tree Care Company for sycamore tree pruning in the amount of $139,755 and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented.

10.

South Bay-Peninsula Preservation Lab – Appointment

Appoint Council Member Lee to the South Bay-Peninsula Preservation Lab as a member representing the City of San Mateo.

COVID-19 Update

Receive an update on operational impacts and other City efforts related to COVID-19, confirm rules and regulations issued by the City Manager acting as the Director of Emergency Services in response to declared emergency, and confirm the need for a continued local declaration of emergency.

NEW BUSINESS

4 West Santa Inez Avenue Condominiums – Reconsideration of Project Denial

Adopt a Resolution to vacate the February 5, 2018 City Council action denying the proposed condominium project located at 4 West Santa Inez Avenue, and approve a: 
  1. Site Plan and Architectural Review for a new 15,322 square-foot, four-story 10-unit residential condominium building with an underground parking garage with an automated parking lift system; 
  2. Site Development Planning Application for the removal of 22 trees over six-inches in diameter;   
  3. Vesting Tentative Map to merge two existing parcels into one 10,763 square-foot parcel and create ten (10) residential condominium units with associated common space per the listed Findings and Conditions of Approval; and
  4. Determination that the project qualifies for a Categorical Exemption from further environmental review under the California Environmental Quality Act (CEQA) Categorical Exemption, CEQA Class 32 Section 15332, “In-Fill Development Projects” based on the Findings and Conditions of Approval.

City Manager, City Attorney and Council Members report on their various assignments and liaison roles and Council requests for scheduling future items.

Housing Element Goals, Policies and Programs – Study Session

Receive an update on the Housing Element process and provide direction to staff on Housing Goals, Policies and Programs to include in the updated Housing Element for 2023-2031.
