CONSENT CALENDAR

City Council Meeting Minutes – Approval

Approve the minutes of the City Council Special and Regular meetings of November 2, 2020.

6.

Ordinance Adoption – Hotel Transient Occupancy Tax

Adopt an Ordinance to amend Chapter 3.56 “Transient Occupancy Tax” of the San Mateo Municipal Code to increase the City's Hotel Transient Occupancy Tax rate by 2%.

7.

2019-20 Consolidated Annual Performance Evaluation Report – Adoption

Adopt the Consolidated Annual Performance Evaluation Report for submission to the Department of Housing and Urban Development.

 

8.

Art in Public Places 2020 Report and Plan, Civic Arts Committee Renewal and Appointments

Approve the Art in Public Places 2020 Report and Plan, renew the Civic Arts Committee, and reappoint all current committee members.

9.

Grand Jury Report: “Ransomware: It Is Not Enough To Think You Are Protected” – Response Letter

Approve the letter responding to the October 7, 2020 report by the San Mateo County Civil Grand Jury entitled, “Ransomware: It Is Not Enough To Think You Are Protected” and authorize the Mayor to sign and send the letter on behalf of the City Council.

10.

Unison BioGas Conditioning System Maintenance – Agreement

Adopt a Resolution to approve that competitive bidding was impractical; award a three-year contract to Unison Solutions, Inc. for the Unison BioGas Conditioning System (BioCNG 100) maintenance in an amount not to exceed $304,804; establish a contingency reserve of $30,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and approve change orders within the contingency amount.

11.

4th and 5th Avenue Railroad Grade Crossings Project Funding – Agreements

Adopt a Resolution to approve funding agreements with California State Department of Transportation for the Section 130 Improvement Projects at 4th and 5th Avenues Grade Crossings for the Preliminary Engineering Phase; and authorize the Public Works Director to execute the agreements in substantially the form presented.

12.

937 & 939 North Idaho Street Condominium Conversion – Map Approval

Adopt a Resolution to approve the Final Parcel Map for a condominium conversion located at 937 & 939 North Idaho Street in substantially the form presented.

13.

Program Management – Clean Water Program – Amendment

Approve Amendment No. 6 to the agreement with CH2M to authorize scope and funding for the seventh year of program management services for the Clean Water Program; authorize payment in an amount not to exceed $14,330,000 for Year 7 scope of services; establish a contingency amount of 1,880,000; authorize the Public Works Director to execute this amendment and task amendments within the contingency amount in substantially the form presented.

Development Impact Fees and In-Lieu Fees – Annual Report

Adopt a Resolution to make findings and accept the annual report on receipt and use of development impact fees and in-lieu fees for the year ended June 30, 2020.

15.

California Library Literacy Services Family Literacy Grant – Budget Appropriation

Adopt a Resolution to approve a supplemental budget appropriation in the amount of $45,000 for a grant awarded by the California State Library to the San Mateo Public Library to support family literacy services.

16.

United Against Hate Week – Resolution of Support

Adopt a Resolution to reaffirm the City of San Mateo’s commitment to diversity and inclusivity by supporting and participating in Not in Our Town’s United Against Hate Week.

 

17.

COVID-19 Update #20

Receive update on operational impacts and other City efforts related to COVID-19 and confirm rules and regulations issued by the City Manager acting as the Director of Emergency Services in response to declared emergency.

PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made. Judicial review of environmental determinations may be subject to a time period for litigation as short as 30 days following the date the decision is made.

400 East 5th Avenue Parking Garage – Site Plan and Architectural Review Modifications

Adopt a Resolution to approve the proposed Site Plan and Architectural Review Modifications that includes incorporation of a Universal Stall design, moving the driveway location, changes to the circulation layout, new structural framing design, building length and floor area reduction, and related exterior changes to the 400 E. 5th Avenue parking garage approved as part of the City-Owned Downtown Affordable Housing and Parking Garage Sites project, and the amended Conditions of Approval.

Receive an informational presentation on the Citywide Traffic Management plan.

Public Employee Pension Reform Act-180 Day Waiting Period Waiver Request – Police Department

Adopt a Resolution to waive the Public Employee Pension Reform Act 180-day waiting period to hire retired annuitant Karen Ortman for a critically needed position.

21.

Disposable Food Service Ware – Policy Options

Review policy options to address disposable food service ware in food facilities and provide feedback and direction.

22.

Extending a Moratorium on Enforcement of Minimum Parking and Zoning Requirements for Outdoor Business Operations – Emergency Ordinance

Adopt an Emergency Ordinance to extend a moratorium on enforcement of minimum parking space requirements and zoning regulations for restaurants, retailers, gyms and fitness centers, places of worship, personal care services, hair salons, barber shops, and shopping malls.

REPORTS AND ANNOUNCEMENTS
City Manager, City Attorney and Council Members report on their various assignments and liaison roles and Council requests for scheduling future items.
