Red Cross Month – Proclamation 

CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
2.

City Council Meeting Minutes – Approval

Approve the minutes of the City Council Special meeting of February 27, 2021 and Special and Regular meetings of March 1, 2021.

3.

Ordinance Adoption – Zoning Code Amendments

Adopt an Ordinance to amend the San Mateo Municipal Code Chapters 27.04, “Definitions” to add a paving definition; Chapter 27.18, “R1 Districts - One Family Dwelling” to clarify limits on paving, landscaping, uncovered decks, and add a map for San Mateo Park Planning Area; Chapter 27.20 “R2 Districts – Two Family Dwellings” to replace the Floor Area Ratio maps; and Chapter 27.32 “C2 Districts – Regional/Community Commercial” to update emergency shelter provisions.

4.

Ordinance Adoption – COVID-19 Hazard Pay for Large Grocery Store and Large Drugstore Workers

Adopt an Ordinance to require large grocery stores and large drugstores to provide hazard pay to their public facing employees.

 

5.

Tenant Relocation Payments – Appropriation of Funds

Adopt a Resolution to appropriate $67,976 of property owner repayments to the Emergency Tenant Relocation Assistance Project.

6.

School Crossing Guard Services – Agreement

Approve an agreement with the San Mateo-Foster City School District for school crossing guards for the 2021-22 school year in the amount of $78,000 and authorize the Chief of Police to execute the agreement in substantially the form presented.

7.

Parking Enforcement Services - Agreement

Adopt a Resolution to use an alternative purchasing method to approve the execution of an agreement with LAZ Parking California, LLC for citywide parking enforcement services in the amount of $2,034,004 and authorize the Chief of Police to execute the agreement in substantially the form presented.

8.

Interim Community Benefit Framework for Future Development Projects – Interim Process

Adopt a Resolution to document the interim process for determining community benefits and public improvements for certain development projects.

9.

San Mateo Police Department Mindfulness Project – Agreement and Appropriation

Approve an agreement with Mindfulness Based Health for mindfulness training for the San Mateo Police Department in the amount of $105,000; authorize the Police Chief to execute the agreement in substantially the form presented; and adopt a Resolution to approve a supplemental budget appropriation of $105,000 with a net zero impact to the General Fund.

PUBLIC COMMENT

State law prevents Council from taking action on any matter not on the agenda; your comments may be referred to staff for follow up. Public comment is limited to a total of 15 minutes; however, an opportunity for additional public comment may be provided later in the agenda.
 
PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made. Judicial review of environmental determinations may be subject to a time period for litigation as short as 30 days following the date the decision is made.

Ordinance Introduction – Accessory Dwelling Unit and Junior Accessory Dwelling Unit Updates

Introduce an Ordinance to amend San Mateo Municipal Code Chapter 27.19 – “Accessory Dwelling Unit and Junior Accessory Dwelling Unit – Residential Zones” in accordance with changes to State law and “Junior Accessory Dwelling Unit” definition.

 

OLD BUSINESS

12.

COVID-19 Update

Receive update on operational impacts and other City efforts related to COVID-19 and confirm rules and regulations issued by the City Manager acting as the Director of Emergency Services in response to declared emergency.

13.

Markers for Places of Public Interest in the Public Right of Way – Resolution and Ordinance Introduction

Approve a Resolution to adopt a policy on Markers for Places of Public Interest in the Public Right of Way and introduce an Ordinance to amend the San Mateo Municipal Code Chapter 17.08.020 "Placing Certain Objects in the Public Right of Way" to allow for public markers and making other necessary minor revisions to the chapter.

14.

Housing Successor Agency and Housing Element Annual Progress Reports – Approval

Approve the Housing Successor Agency Report and the Housing Element Annual Progress Report as submitted to the State Department of Housing and Community Development.

15.

County of San Mateo Homelessness Initiatives

Receive an informational report on the County of San Mateo's strategic initiatives to address homelessness and its consideration of the purchase of two motels in San Mateo.

REPORTS AND ANNOUNCEMENTS
City Manager, City Attorney and Council Members report on their various assignments and liaison roles and Council requests for scheduling future items.
 
CLOSED SESSION
The public will have an opportunity to comment before the Council’s consideration of this item. Following the meeting a report of action from Closed Session will be provided if required.
