CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
3.

City Council Meeting Minutes – Approval

Approve the minutes of the City Council Special and Regular meeting of January 19, 2021.

4.

Ordinance Adoption – Disposable Food Service Ware Regulations 

Adopt an Ordinance to repeal Chapter 5.89 “Polystyrene-Based Disposable Food Service Ware” of the San Mateo Municipal Code and adopt a new Chapter 5.89 "Disposable Food Service Ware" to regulate the use of disposable food service ware by food facilities.

Public Works Bucket Truck Purchase – Contract

Adopt a Resolution to approve an alternative purchasing process to approve a contract with National Auto Fleet Group in the amount of $197,832.44 and authorize the acting Public Works Director to execute the contract in substantially the form presented.

California Department of Transportation Sustainable Communities Grant Application – Letter of Support

Approve a letter of support to the California Department of Transportation for the fiscal year 2021-22 Sustainable Communities Grant application; and authorize the Mayor to sign the letter on behalf of the City Council in substantially the form presented.

7.

Service Employees International Union Non-Merit Part Time Unit – Memorandum of Understanding Extension

Adopt a Resolution to extend the Memorandum of Understanding with the Service Employees International Union Local 521 Non-Merit Part Time Unit through September 4, 2021.

8.

San Mateo City Employees Association – Memorandum of Understanding Amendment

Adopt a Resolution to amend the Memorandum of Understanding with the San Mateo City Employees' Association for a term through June 25, 2022 with the option to extend through June 24, 2023.

9.

Response to Grand Jury Report Regarding: “Second Units: Adding New Housing in The Neighborhoods.”

Approve the City’s response letter to the San Mateo County Civil Grand Jury Report titled “Second Units: Adding New Housing in The Neighborhoods,” and authorize the Mayor to sign and send the letter on behalf of City Council

PUBLIC COMMENT
Members of the public wishing to comment on any item not appearing on the agenda may address the City Council at this time. State law prevents Council from taking action on any matter not on the agenda; your comments may be referred to staff for follow up. Public comment is limited to a total of 15 minutes; however, an opportunity for additional public comment may be provided later in the agenda.
 
PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made. Judicial review of environmental determinations may be subject to a time period for litigation as short as 30 days following the date the decision is made.

Extension of Temporary Street Closure and Moratorium on Regulations Affecting Outdoor Activities; Adoption of Updated “Temporary Outdoor Dining Guidelines;” and Discussion of Parklets

Adopt a Resolution to extend the temporary street closures through September 30, 2021 and to update the “Temporary Outdoor Dining Guidelines”; adopt an Emergency Ordinance to extend the moratorium on enforcement of minimum parking space requirements and zoning regulations for commercial uses in private shopping centers; and provide feedback on policy options for a long-term parklet program.

OLD BUSINESS

11.

Short-Term Rental Regulations and Permit Fee – Ordinance Introduction and Resolution

Introduce an Ordinance to amend the San Mateo Municipal Code Chapter 5 “Business Licenses and Regulations,” to regulate the usage of Short-Term rentals and adopt a Resolution to amend the 2020-21 Comprehensive Fee Schedule to add a two new fees for Short-Term Rental Registration and Short-Term Rental Registration Appeal.

COVID-19 Update

Receive update on operational impacts and other City efforts related to COVID-19 and confirm rules and regulations issued by the City Manager acting as the Director of Emergency Services in response to declared emergency.

REPORTS AND ANNOUNCEMENTS
City Manager, City Attorney and Council Members report on their various assignments and liaison roles and Council requests for scheduling future items.
 
CLOSED SESSION
The public will have an opportunity to comment before the Council’s consideration of this item. Following the meeting a report of action from Closed Session will be provided if required.

Initiation of litigation pursuant to paragraph (2) of subdivision (d) of section 54956.9: one potential case
