CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Council to be routine and will be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.
 
1.

City Council Meeting Minutes – Approval

Approve the minutes of the City Council Special and Regular meeting of February 16, 2021 and Special meeting of February 22, 2021.

2.

Emergency Ordinance – Suspension of Minimum Parking Requirements and Enforcement of Zoning Regulations for Outdoor Business Operations

Adopt an update to the Emergency Ordinance to temporarily suspend minimum parking requirements on private parking lots and enforcement of zoning regulations for outdoor business operations to allow schools, childcare facilities and other educational uses to operate outdoors during the COVID-19 public health emergency.

On-Call Construction Management Services – Spending Authorization Adjustment

Approve an adjustment to the year one annual not-to-exceed amount from $150,000 to $250,000 for the agreement with Ghirardelli Associates for on-call construction management services, with the total three-year agreement remaining at an amount not to exceed $450,000.

4.

Emergency Fuel Facility Use – Agreement

Approve an agreement between the San Mateo Consolidated Fire Department and the City of San Mateo for emergency fuel facility use and authorize the City Manager to execute the agreement in substantially the form presented.

 

5.

Board and Commission Appointment Subcommittee – Sustainability and Infrastructure Commission

Appoint Mayor Rodriguez and Deputy Mayor Rick Bonilla to the Sustainability and Infrastructure Commission Appointment Subcommittee.

PUBLIC COMMENT
Members of the public wishing to comment on any item not appearing on the agenda may address the City Council at this time. State law prevents Council from taking action on any matter not on the agenda; your comments may be referred to staff for follow up. Public comment is limited to a total of 15 minutes; however, an opportunity for additional public comment may be provided later in the agenda.
 
PUBLIC HEARING
City Council action on the following public hearing(s) represents a final decision concluding all administrative proceedings. Judicial review may be had only if a petition is filed with the Court not later than the 90th day following the date the decision is made. Judicial review of environmental determinations may be subject to a time period for litigation as short as 30 days following the date the decision is made.

Zoning Code Amendments – Ordinance Introduction

Introduce an Ordinance to amend the San Mateo Municipal Code Chapters 27.04, “Definitions” to add a paving definition; Chapter 27.18, “R1 Districts - One Family Dwelling” to clarify limits on paving, landscaping, uncovered decks, and add a map for San Mateo Park Planning Area; Chapter 27.20 “R2 Districts – Two Family Dwellings” to replace the Floor Area Ratio maps; and Chapter 27.32 “C2 Districts – Regional/Community Commercial” to update emergency shelter provisions.

COVID-19 Update; San Mateo County Restaurant, Brewery, and Winery Relief Program Funding Appropriation Consideration; and Extension of Local Emergency Proclamation

Receive an update on COVID-19 response activities; consider adopting a Resolution to appropriate funds from the General Fund’s unassigned fund balance to provide for grants for the San Mateo County Restaurant, Brewery, and Winery Relief Program; and confirm the need for a continued local declaration of emergency.

8.

COVID-19 Hazard Pay for Large Grocery Store and Large Drugstore Workers – Consider Ordinances

Adopt an Emergency Ordinance to require large grocery stores and large drugstores to provide hazard pay to their public facing employees and introduce an Ordinance to require large grocery stores and large drugstores to provide hazard pay to their public facing employees.
